CONSTITUTION OF THE ASSOCIATED STUDENTS OF DAMONTE RANCH HIGH SCHOOL
PREAMBLE
We, the members of the Associated Students of Damonte Ranch High School, in order to conduct effectively our Student Council, provide a wide ranging program of extracurricular activities, foster general welfare of our school, do hereby establish this Constitution for the Associated Students of Damonte Ranch High School.
ARTICLE I
MISSION
Section 1. The purpose of this organization shall be to:
a. Provide a forum for student expression.
b. Provide orderly direction of school activities.
c. Develop channels of communication among students, teachers, and administrators.
d. Promote a general attitude of respect toward school life.
e. Promote unity and cohesion among members of the student body.
ARTICLE II
POWER AND AUTHORITY
Section 1. All powers of the Student Council are delegated to it by the Constitution and By–Laws of the Associated Students of Damonte Ranch High School.
Section 2. Authorization of any action by the Student Council may be endorsed or rejected by the principal and/or Student Council Advisor(s) of Damonte Ranch High School.
Section 3. The principal and/or Student Council Advisor(s) has the right to veto any act of the Student Council or to revoke any of its powers.
ARTICLE III
ORGANIZATION AND MEMBERSHIP
Section 1. Activities of Damonte Ranch High School shall be initiated through the Student Council, school administration, Student Council Advisor or by the Executive Committee in order for such activity to be placed on the school calendar.
Section 2. The Executive Committee shall consist of:
a) The Student Body officers, elected President of each class, Student Council advisor(s), and the Assistant Principal of Activities.
Section 3. Powers and duties of the Executive Committee
a) Calling special sessions of the Student Council.
b) Examining proposed statutes and amendments to the Constitution and making recommendations of the same to the Student Council.
Section 4. Rules for campaigning will be reviewed and/or changed by the Executive Committee on a yearly basis.
Section 5. The election and appointment of the Student Body Officers shall take place in February of the school calendar year. Elected Student Body Officials will take office at the conclusion of the Senior Assembly.
Section 6. The election of Sophomore, Junior, and Senior Class Officers shall take place in February/March of the school calendar year. Class Officers, once elected, will not take office until the end of the current school year.
Section 7. The candidacy nomination of Freshmen Class Officers shall take place in the first month of the school calendar year. The election will take place in the first month of the new school calendar year. Class Officers, once elected, will take office upon election result ratification by the election commission.
Section 8. Any absence of the Student Body President shall be substituted by a Student Body Officer selected by the advisor(s).
Section 9. Any Student Body Officer vacancy other than that of the office of President shall be filled from nominations from student representatives from the graduating class where the vacancy occurred. From the slate of nominees, the Principal and/or Student Council Advisors propose a candidate, which is then confirmed by a majority vote of the remaining Student Body Officers.
Section 10. Any vacancy of a Class President Office shall be filled by the Class Vice President.
Section 11. All members of student council must apply to be enrolled in the leadership class.
Section 12. Class Representatives can be appointed by the leadership class advisor(s) and/or the executive committee.
Section 13. Vacancies of the Student Council shall be filled by an appointed official with the consent of the Student Council and the approval of the Principal and/or Student Council Advisor(s).
Section 14. The Principal shall appoint the advisor of the Student Council.
ARTICLE IV
QUALIFICATIONS FOR MEMBERS OF STUDENT COUNCIL
Section 1. Any student running for an elected or appointed office at Damonte Ranch High School must meet the following requirements:
a) No student may hold more than one position in Student Council at a time.
b) A student may run for only one office during any election.
c) All candidates and officers must have a “C” (2.5+) average in previous and current semester. They must be enrolled in at least four DRHS classes taken for credit.
d) A “B” average must be maintained in citizenship. One “C” in citizenship will result in ineligibility.
e) Any candidate or member whose nineteenth birthday occurs before the first day of school shall be ineligible to participate in student council.
f) Our school belongs to the NIAA, whose regulations read: a student shall be in regular attendance, and be enrolled in and passed two (2) units of credit during their proceeding semester.
g) It is the responsibility of students seeking school office to check on their eligibility and have it verified by the Student Council Advisor(s).
h) Only students who will be seniors and juniors as determined by the school registrar shall be eligible to run for Student Body President and Vice President.
i) Only seniors and juniors may hold the offices of Student Body President and Vice President. All other Student Body positions may be filled by Seniors, Juniors and Sophomores.
ARTICLE V
ELECTION/APPOINTMENT OF OFFICERS
Section 1. There shall be two (2) general classifications of elected student officers. They shall be the Student Body Officers and Class Officers.
Section 2. Student Body Officers:
a) All candidates desiring to run for a Student Body Office shall submit complete applications in writing to the Election Commission.
b) All candidates desiring to run for a Student Body Office will be required to pass a vetting process to be conducted by the Election Commission.
c) All candidates desiring to run for Student Body President will be required to receive a vote of confidence from the student council by passing the presidential forum by a 2/3 vote majority.
d) The Election Commission shall place the names of all eligible candidates on the ballot.
e) Once a name has been placed on the ballot, candidates will be required to present a speech before the entire student body. It is the purpose of this speech to present the candidate’s qualification for office and plans for serving in that office, should the candidate be elected.
f) The entire student body, with the exception of current seniors, shall be given the option to vote for the candidates.
g) The winners of the general election shall be those candidates for each office who receive the highest number of votes as cast by the student body
h) In the event of a tie, a re-vote of the top two candidates, as determined by the number of popular votes, shall take place. In the event of a second tie, the officer will be appointed from the two candidates by the Executive Committee after a recommendation from the Election Commission.
i) The office of Vice President of Student Activities shall be appointed by the Student Council Advisor and/or Principal with recommendation from the Election Commission.
Section 3. Class Officers:
a) All candidates for class office shall submit their applications in writing to the Election Commission. Forms for candidates applying for the class office may be obtained from the Election Commission.
b) All candidates desiring to run for a class office will be required to pass a vetting process to be conducted by the Election Commission.
c) The Election Commission shall place the names of all eligible candidates on the ballot.
d) Once a name has been placed on the ballot, candidates will be required to present a one to two minute speech before the respective class. It is the purpose of this speech to present the candidate’s qualifications for office and plans for serving in that office, should the candidate be elected.
e) Candidates on the ballot shall then be voted on by their respective class.
f) The winner of the general election for each class office position shall be that candidate with the highest number of votes as cast by their respective class.
g) In the event of a tie, a re-vote of the top two candidates for the office, as determined by the number of popular votes, shall take place. In the event of a second tie, the officer will be appointed from the two candidates by the class advisor(s) after a recommendation from the Election Commission.
ARTICLE VI
REMOVAL OF OFFICERS
Section 1. Removal of office for Student Body Officers and Class Officers:
a) Elected representatives to Damonte Ranch High School’s Student Council are required to adhere to policies of the council, Damonte Ranch High School and the Washoe County School District, as well as the laws of Washoe County and the state of Nevada. Behaviors that require disciplinary action of a member of this elected student body will result in removal from office pending the decisions of the Student Body Officers and advisors.
b) Any officer elected to the Student Council can be removed from office and lose the duties and title of that office by the principal or by a thoughtful decision made by Damonte Ranch High School’s Executive Committee with the approval of the Student Council Advisor(s).
c) Any student who fails to meet the academic and citizenship grade requirements as cited elsewhere in this Constitution shall be removed from office and their duties thereof.
d) If the Student Council Advisor(s) deems necessary, or perceives negative trends in the actions of an Officer, they may suggest impeachment of any of the Student Body or Class Officers at any time during the course of the school year. The case will be reviewed by the Executive Committee and finalized by the Principal.
ARTICLE VII
ADOPTION AND AMMENDMENT
Section 1. The Constitution shall be ratified by a two-thirds majority vote of the Student Council.
Section 2. Amendments to the Constitution may be proposed by a three-fourths vote of the Student Council, the Executive Committee, the Principal and/or student council advisor(s), or by the petition of twenty percent of the Associated Student body. Such proposed amendments shall be posted by the Student Body Secretary and shall be voted on no sooner than ten school days thereafter. A two-thirds majority of the total number of votes cast for the proposition in question shall be required for ratification.
Section 3. Proposed amendments may also be adopted by a proclamation from the principal and Student Council Advisor of Damonte Ranch High School.
Section 4. Proposed amendments not adopted by the principal’s and advisor’s proclamation must be read to the Council at one regular meeting and voted on by the Student Council at the following meeting.
ARTICLE VIII
EXECUTIVE ACTION
Section 1. Any of the powers/restrictions set forth in the Constitution of the associated students of Damonte Ranch High School can be given exceptions with a two-thirds majority of the Executive Committee or by executive action on the part of the student council advisor(s) or the Principal.

ARTICLE I
DUTIES OF STUDENT COUNCIL MEMBERS
Section 1. All Student Body Officers will have the responsibility of chairing a designated committee and performing any tasks or duties that are assigned to them.
Section 2. The duties of the Student Body President shall be to:
· Preside over the Student Council meetings.
· Use correct parliamentary procedures
· Vote on any matter over which the council shall be equally divided.
· Appoint committees
· Act as chairperson of the Executive Committee.
· Develop the agenda and take attendance at each Student Council and Executive Committee meeting.
· Perform any other duties as deemed necessary by the Principal or Student Council Advisor(s)
· Turn in Goal Packets for the NASC Silver/Blue Star Award.
Section 3. The duties of the Student Body Vice President of Operations shall be to:
· Perform the duties of the President during the absence of the President.
· Succeed the President
· Help announce and publicize all events concerning Damonte Ranch High School.
· Maintain a current listing of activities on the school calendar.
· Attend the Student Body Executive Committee meetings.
· Perform any duties so deemed necessary by the President, the principal, or the Student
Council Advisor(s)
Section 4. The duties of the Student Body Vice President of Student Activities shall be to:
· Be responsible for successful for the implementation and evaluation of student activities
· Provide training for the chairs of Student Council Activities
· Work with the Historian to create task lists, planning boards, and other documents for the Student Council Activities.
· Attend the Student Body Executive Committee meetings.
· Perform any duties so deemed necessary by the President, the principal, or the Student Council Advisor(s)
Section 5. The duties of the Secretary shall be to:
· Take minutes of all official meetings of the Student Council.
· Keep an accurate, typewritten record of all procedures in the council.
· Distribute accurate copies of the minutes to the student representatives.
· Keep an agenda for each meeting available for the President’s use.
· Write correspondence for the Student Council and Executive Committee and maintain a file, which houses copies of that correspondence.
· Maintain the Student Council class calendar for each month during the school year.
· Attend the Student Body Executive Committee meetings.
· Perform any duties so deemed by the President, the Principal, or the Student Council Advisor(s).
Section 6. The duties of the Student Body Treasurer shall be to:
· Work with the Student Council advisor in maintaining records of receipts and expenditures of the Student Council. These records shall be kept in accordance with approved accounting procedures and in agreement with the school district auditor’s recommendations.
· Provide a financial report at each Executive Committee meeting.
· Be in charge/monitor all Student Council fundraising events.
· Attend the Student Body Executive Committee meetings.
· Perform any duties so deemed by the President, the Principal, or the Student Council Advisor(s).
Section 7. The duties of the Class Officers shall be to:
a) Conduct all class meetings.
b) Provide the information obtained from Student Council meetings to class members.
c) Serve as liaisons to the Student Council, class members, faculty, class advisor(s) and administration.
d) Serve as members on all necessary committees.
e) Ensure that class activities are properly funded.
f) Meet all the requirements for leadership obligations.
ARTICLE II
COMMITTEES
Section 1. Standing committees of the student council shall be:
a) The Student Council shall consist of the Class Officers, Student Body Officers, the Principal, and the Student Council Advisor(s).
b) The Assembly Committees, which shall consist of chosen members of the Student Council and chaired by appointees. The chairs shall be appointed by the student body president and advisor(s). The duties of these committees consist of planning and running all assemblies at the school and performing any executive tasks needed.
c) The Spirit Committees, which shall consist of chosen members of the Student Council and chaired by appointees. The chairs shall be appointed by the student body vice president and advisor(s). The duties of these committees consist of planning all spirit events and maintaining and improving school spirit throughout the school
d) The Fundraising Committee, which shall consist of chosen members of the Student Council and chaired by appointees. The chairs shall be appointed by the student body treasurer and advisor(s). The duties of these committees consist of planning all fundraising events hosted by the Student Council.
e) The Appreciation Committees, which shall consist of chosen members of the Student Council and chaired by appointees. The chairs shall be appointed by the student body secretary and advisor(s). The duties of these committees consist of acknowledging acts of excellence at the school and planning all appreciation events sanctioned by the Student Council.
f) The Community Service Committees, which shall consist of chosen members of the Student Council and chaired by appointees. The chairs shall be appointed by the student body president and advisor(s). The duties of these committees consist of planning all community service events and charitable contributions that the Student Council is involved in.
g) The Dance Committees, which shall consist of chosen members of the Student Council and chaired by appointees. The chairs shall be appointed by the student body president and advisor(s). The duties of these committees consist of planning and running all dances at the school and performing any executive tasks needed.
Section 2. All members and duties of a committee can be altered by the Student Council advisor(s) or Executive Committee if deemed necessary.
Section 3. If a committee is asked by another to be given a specific duty or deemed unfit to perform a certain task, the Student Council advisor(s) can delegate the duty to another committee.
ARTICLE III
STUDENT COUNCIL MEETINGS
Section 1. Organized, Executive School Council meetings will be held bi-monthly, or as deemed necessary by the Student Council Advisor(s) or President.
Section 2. As necessary, special meetings may be called on by the Student Body President, Student Council Advisor(s), or Principal.
Section 3. Special committees may be appointed by the advisor(s) as necessary.
Section 4. Student Body/Executive Committee meetings shall be held bi-weekly, or as deemed necessary by the Student Body President and Student Council Advisor(s). Meetings are subject to change if necessary.
Section 5. Advisor Meetings shall be held bi-weekly or as often as the Class Officers see fit.
Section 6. Members of the Student Council (Student Body Officers, Class Officers, and representatives) can impeached if they miss more than three regular meetings within a semester without a satisfactory excuse. If it is necessary for an officer to miss a meeting, then they must obtain a Pre-Arranged absence form created by the student council to verify that you are missing a meeting for valid reasons or contact the President and/or Advisor(s).
You are only allowed three (3) pre-arranged missed meetings per semester. If you exceed this number, then you can be relieved of your duties as an officer.
OATH TO OFFICE
I solemnly promise to defend, uphold, and obey the provisions set forth in the Constitution of the Associated Students of Damonte Ranch High School, and do further promise to discharge well and faithfully the duties of my office as set forth in the said Constitution.

· Attend the Student Body Executive Committee meetings.
· Perform any duties so deemed by the President, the Principal, or the Student Council Advisor(s).
Section 6. The duties of the Student Body Treasurer shall be to:
· Work with the Student Council advisor in maintaining records of receipts and expenditures of the Student Council. These records shall be kept in accordance with approved accounting procedures and in agreement with the school district auditor’s recommendations.
· Provide a financial report at each Executive Committee meeting.
· Be in charge/monitor all Student Council fundraising events.
· Attend the Student Body Executive Committee meetings.
· Perform any duties so deemed by the President, the Principal, or the Student Council Advisor(s).
Section 7. The duties of the Class Officers shall be to:
a) Conduct all class meetings.
b) Provide the information obtained from Student Council meetings to class members.
c) Serve as liaisons to the Student Council, class members, faculty, class advisor(s) and administration.
d) Serve as members on all necessary committees.
e) Ensure that class activities are properly funded.
f) Meet all the requirements for leadership obligations.
ARTICLE II
COMMITTEES
Section 1. Standing committees of the student council shall be:
a) The Student Council shall consist of the Class Officers, Student Body Officers, the Principal, and the Student Council Advisor(s).
b) The Assembly Committees, which shall consist of chosen members of the Student Council and chaired by appointees. The chairs shall be appointed by the student body president and advisor(s). The duties of these committees consist of planning and running all assemblies at the school and performing any executive tasks needed.
c) The Spirit Committees, which shall consist of chosen members of the Student Council and chaired by appointees. The chairs shall be appointed by the student body vice president and advisor(s). The duties of these committees consist of planning all spirit events and maintaining and improving school spirit throughout the school
d) The Fundraising Committee, which shall consist of chosen members of the Student Council and chaired by appointees. The chairs shall be appointed by the student body treasurer and advisor(s). The duties of these committees consist of planning all fundraising events hosted by the Student Council.
e) The Appreciation Committees, which shall consist of chosen members of the Student Council and chaired by appointees. The chairs shall be appointed by the student body secretary and advisor(s). The duties of these committees consist of acknowledging acts of excellence at the school and planning all appreciation events sanctioned by the Student Council.
f) The Community Service Committees, which shall consist of chosen members of the Student Council and chaired by appointees. The chairs shall be appointed by the student body president and advisor(s). The duties of these committees consist of planning all community service events and charitable contributions that the Student Council is involved in.
g) The Dance Committees, which shall consist of chosen members of the Student Council and chaired by appointees. The chairs shall be appointed by the student body president and advisor(s). The duties of these committees consist of planning and running all dances at the school and performing any executive tasks needed.
Section 2. All members and duties of a committee can be altered by the Student Council advisor(s) or Executive Committee if deemed necessary.
Section 3. If a committee is asked by another to be given a specific duty or deemed unfit to perform a certain task, the Student Council advisor(s) can delegate the duty to another committee.
ARTICLE III
STUDENT COUNCIL MEETINGS
Section 1. Organized, Executive School Council meetings will be held bi-monthly, or as deemed necessary by the Student Council Advisor(s) or President.
Section 2. As necessary, special meetings may be called on by the Student Body President, Student Council Advisor(s), or Principal.
Section 3. Special committees may be appointed by the advisor(s) as necessary.
Section 4. Student Body/Executive Committee meetings shall be held bi-weekly, or as deemed necessary by the Student Body President and Student Council Advisor(s). Meetings are subject to change if necessary.
Section 5. Advisor Meetings shall be held bi-weekly or as often as the Class Officers see fit.
Section 6. Members of the Student Council (Student Body Officers, Class Officers, and representatives) can impeached if they miss more than three regular meetings within a semester without a satisfactory excuse. If it is necessary for an officer to miss a meeting, then they must obtain a Pre-Arranged absence form created by the student council to verify that you are missing a meeting for valid reasons or contact the President and/or Advisor(s).
You are only allowed three (3) pre-arranged missed meetings per semester. If you exceed this number, then you can be relieved of your duties as an officer.

I solemnly promise to defend, uphold, and obey the provisions set forth in the Constitution of the Associated Students of Damonte Ranch High School, and do further promise to discharge well and faithfully the duties of my office as set forth in the said Constitution.
